New role: Stakeholder Initiator!

• A new Stakeholder Initiator role has been added. This is a copy of the stakeholder role, with the added powers to initiate cases and use the planner.

General Improvements:

• The default security setting for documents added by Mobility/Admin users will be 'internal'.
• Updated Airinc cost estimate data for the following:
  - G&S
  - Rent
  - Utilities
  - Hardship
  - Per Diem

Fixes:

• Fixed an issue preventing certain roles from accessing shared plans or cost estimates.
• Fixed an issue where ticket details were not loading due to embedded images in emails.
• Fixed an issue with E-Signature documents not displaying the final PDF version.
• Fixed an issue with copying the planner section when creating a copy of a case.
• Fixed an issue with copying the initiation section when creating a copy of a case.
